Development of an Environment and Social Management Framework


The New Yangon City team has kick-started the Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) for the Development of the New Yangon City Project Master Plan. This is in collaboration with the consultant Environmental Resources Management (ERM), the world’s largest independent sustainability company and they have been working in Myanmar since the 1990s. 

The objective of the SEA is to provide benchmarks for guiding the overall planning, programming and service provision of the New Yangon City, through the development of an Environmental and Social Management Framework. We also want to make sure that on a national level, the Master Plan is aligned with the objectives of the Government’s Myanmar Sustainable Development Plan and on an international level, it is aligned with the United Nations Sustainable Development Goals. 

The SEA covers the following components which are part of the Phase 1 Development of the Master Plan. 

  • Resettling villages and households into five new Resettlement Areas;
  • Building new Industrial Zones and new utility systems;
  • Providing for green spaces, transport infrastructure, and social facilities for at least 1,200,000 people;
  • New Commercial Zones;
  • New People Housing Zones;
  • Connecting infrastructures to adjacent townships.

Engaging the Stakeholders

As part of the EIA process, our Head of City Planning and Development, Alicia Khine, and her team together with the ERM team had held a few stakeholder engagement meetings to present the environmental study plan.

On a regional level, both the New Yangon City team and ERM had the opportunity to meet with government officials which included Ministers and Members of Parliament at the Yangon Region Government office on 23 January. 

On a township level, we held presentation meetings in five townships during the first week of February. These townships included: Ahlone, Twantay, Kyee Myint Daing, Seikgyi Kanaung To, and Hlaing Tharyar Township. We are pleased to note the active participation of the township authorities, Members of Parliament as well as village leaders, NGOs and interested parties. 

Master Plan Final Presentation

We will be organising a final presentation of the New Yangon City Master Plan this Friday where the Chief Minister of Yangon Regional Government U Phyo Min Thein will be attending, together with the Region Cabinet Ministers, YCDC committee members and department heads, various chamber of commerce in Myanmar, interested companies as well as NGOs.
